When copying one course into another, Forums will always come over in Draft mode.  

In order for students to see the discussions, the forums need to be taken out of draft form and published.

1. Select Forum Settings next to the Forum that is in Draft mode.

2. Scroll down to the bottom of the page and select Save.

This will take the forum out of draft mode and students will be able to see the discussion.
